African Americans are descendants of the world’s Natural and Indigenous peoples, with a deep-rooted global heritage, including the lands now known as North and South America. Long before Columbus and even before the continents took their present forms, these ancestors built monumental mounds and established thriving civilizations.

13% is a matriarchal society for those who identify as African Americans, and rights advocacy. Our name is derived from the 2010 United States census which reports that those who identify as Negro, African American or Black represented 13% of its population.
At 13%, our mission is to convert African Americans into an Indigenous tribe and implement the American Declaration on the Rights of Indigenous Peoples’ (ADRIP) self-determination plan. ADRIP, drafted by the Organization of American States (OAS) and adopted by President Barack Obama, serves as our guiding framework.
In line with the OAS principles, 13% is deeply concerned about the historic injustices suffered by Indigenous peoples. Their colonization and dispossession of lands, territories, and resources have prevented them from exercising their right to development according to their needs and interests. We recognize the urgent need to respect and promote the inherent rights of Indigenous peoples, including their political, economic, and social structures, as well as culture, spiritual traditions, histories, philosophies, lands, and territories.
Our vision is to convert those who identify as African Americans to an autonomous collective.

13%, is registered as an unincorporated association through the Aboriginal Republic of North America (ARNA) Government.
An unincorporated association, or society, is a group formed by individuals who come together for a common purpose, operating without formally incorporating as a legal entity like a corporation or LLC. This structure provides flexibility while allowing the group to conduct activities, enter agreements, and advocate for its mission.
13% was established to provide “African Americans” with the opportunity to reclaim their identity, exercise their inherent rights, and participate fully in self-determination. Rooted in the principles of governance, cultural preservation, and collective advancement, 13% serves as both an entry point and a guiding force for those seeking to reconnect with their Indigenous heritage.
We recognize that every individual’s journey is unique. Whether you are newly embracing your lineage or have long sought a structured path to self-governance, 13% meets you where you are—offering a foundation for belonging, growth, and empowerment. Through structured initiatives, education, and community-driven governance, members will gain the tools and knowledge necessary to thrive as active participants in tribal life.

CALLING ALL AFRICAN AMERICANS
Article 15 of the 1948 Universal Declaration of Human Rights states: “Everyone has the right to a nationality. No one shall be arbitrarily deprived of their nationality nor denied the right to change their nationality.”
The 13% Naturalization Process affirms your rightful place within a nation-state that honors and recognizes our unique history and culture. Members who complete this process are provided with tribal passports and have the option to hold dual citizenship with both 13% and the United States or sole citizenship with our tribe after meeting additional criteria.
To become a member of this tribe, it’s essential to meet the criteria and genuinely embrace self-identification as Indigenous.
